Have your say on the proposed Cattle Creek Wind Farm EPBC Referral

The proposed Cattle Creek Wind Farm (the Project) is currently undergoing consideration by the Federal Government Department of Climate Change, Energy, the Environment and Water (DCCEEW) as part of the Environment Protection and Biodiversity Conservation (EPBC) Act referral stage. This is a Federal Government requirement and determines if the Project is likely to have a significant impact on any species of national environmental significance.

For 10 business days, starting on 7 April 2025 and ending on 23 April 2025, you can review the Project details and share your thoughts.  While there is no expectation or requirement to participate, your comments are valuable to the decision-making process. Please note that if the Project is declared a controlled action there will likely be further opportunities to comment through the EPBC portal. RWE is always open to receiving commentary directly.

What to consider when commenting:

The Federal Minister for the Environment and Water uses comments that relate directly to protected matters and whether the Project should be a controlled action, so please consider the following when commenting:

  • Why you believe the Project is or isn't a controlled action
  • Whether the Project has an impact on protected matters
  • How the Project will have that impact
  • Which parts of the Project will have an impact on a particular protected matter
  • The source of key information to support your views, if possible.

Cattle Creek Wind Farm

The proposal

RWE Renewables Australia is working on developing a renewable energy project near Cattle Creek, in southern Queensland’s Toowoomba Regional Council.

The proposed project would incorporate a wind farm with about 140 wind turbines, with the final number subject to the outcomes of various specialist studies. A battery energy storage system will also be included as part of the project.

If constructed, the Cattle Creek Wind Farm could generate enough electricity to power more than 525,000 homes, the equivalent of powering all private dwellings in the Toowoomba Regional Council and Western Downs Regional Council about five times over.

Cattle Creek is located 110 kilometres west of Toowoomba and 50 kilometres north-west of Millmerran. The project investigation area consists of about 20,000 hectares, with the potential development footprint expected to occupy less than three per cent of this area. The project land is mainly used for cattle grazing, which can continue if the project is constructed and becomes operational.

The project is currently in the planning and development phase, and a development application is expected to be submitted in early 2025.

We will update the community with information along the way through newsletters, community drop-in sessions and other forms of engagement.

RWE is committed to prioritising the use of regional Queensland businesses and employees throughout the development, construction and operation of the project. As the project progresses throughout the planning and development phase, we will create a register on this site to enable expressions of interest for the provision of goods and services during construction.

Construction of the project is expected to take two to three years and require a workforce of about 500 people at peak periods.

We are also committed to sharing the benefits of renewable energy with the communities where our projects operate. As the project progresses we will explore the development of a Sponsorship Fund and later a Community Benefit Fund, both of which will be tailored to the local community’s needs.
