Melbourne, 6 July 2026
RWE and Bigambul Native Title Aboriginal Corporation RNTBC (BNTAC) have signed a Cultural Heritage Management Plan (CHMP) and Shared Benefits Agreement (SBA) to ensure the Bigambul People benefit from the construction and operation of the proposed Cattle Creek Wind Farm.
Proposed for near Dunmore, in southern Queensland’s Western Downs and Toowoomba Regional Councils, the 1.1 GW project would include a wind farm with up to 135 wind turbines and a Battery Energy Storage System.
The CHMP has been prepared in consultation with BNTAC and is a robust framework to ensure that cultural heritage values at the proposed site are managed in collaboration with the Bigambul People.
In addition to the CHMP, RWE and BNTAC have co-designed a Shared Benefits Agreement (SBA) to ensure a variety of benefits, including job opportunities for Bigambul People and the use of Bigambul businesses through the project’s lifespan.
Dan Belton, CEO RWE Renewables Australia: “This CHMP and SBA are important milestones for our proposed Cattle Creek Wind Farm and important steps in ensuring positive outcomes for the Bigambul People.
“We have worked together to co-design a Shared Benefits Agreement that will ensure lasting and broad-reaching benefits for the Bigambul People of the lands on which our project is proposed, and we are proud to make this commitment.”
Elvie Sandow, Chairperson of the Bigambul Native Title Aboriginal Corporation RNTBC: “This significant outcome places Bigambul Nation, the Traditional Owners, as partners with RWE in the renewable energy transition. These agreements exemplify contemporary best practice that will deliver enduring benefits for the Bigambul People and RWE.
“This partnership marks a positive step in addressing social disadvantage and achieving economic independence for Our People. We acknowledge RWE’s commitment to meaningful partnership with us as Traditional Owners and we congratulate them on this key milestone. We’re very proud of this for the Bigambul People and the broader community.”
RWE Renewables Australia
Australia is one of RWE’s focus markets, where it has been present since 2013. In 2021, the company commissioned the Limondale Solar Farm in Balranald, New South Wales. The large-scale 314 MWac solar farm is made up of 872,000 panels and generates enough electricity to power about 105,000 homes per year. Next to the solar farm, RWE has started full operation of its Limodale battery storage, which is Australia’s first eight-hour BESS. RWE’s Australian team is developing a portfolio of onshore wind, solar, and battery storage projects across the country, supported by the global RWE team.
